 "The Montreal Protocol on Substances that deplete the Ozone Layer" was adopted in 1987. In Japan as well, "the Law concerning the Protection of the Ozone Layer through the Regulation of Specified Substances and Other Measures" was enacted in May 1988, and control of the production and import of the specified CFCs began in July 1989.
 In response to these developments, thirty-eight industrial organizations in Japan jointly established "the Conference for Promotion of the Rational Use of Specified CFCs" in June 1989 under the guidance of the Ministry of International Trade and Industry, and began a program of enlightening and informative activities to reduce the use of the specified CFCs.

 JICOP was established at that time, and since then, with the changing social trends, has tried to upgrade and expand its business content and organization to the present date. JICOP plays a significant role in gathering and transmitting both foreign and domestic information, serving as a liaison between the government and the industrial world, and supporting the effective implementation of industry solutions.
 Although alternative substances offer Ozone Layer protection, they are also greenhouse gases, and global warming prevention has recently become an important issue for JICOP. For global environmental problems like this, international activities are important; consequently, JICOP also plays an important role in collaborating, providing assistance, and cooperating with each organization from other nations.
 
   
The full backing of the industrial world grappling with prevention of global warming from 3 gasses, such as HFCs and ozone depletion !
 JICOP accepts industry groups as members to address the problems of preventing global warming caused by Hydro Fluoro Carbons (HFCs), Per Fluoro Carbons (PFCs), and Sulfur Hexafluoride (SF6) specified in the Kyoto Protocol, and ozone depletion caused by the substances specified in the Montreal Protocol.
 JICOP aims to provide timely and appropriate information for members, by way of wide-ranging activities regarding these problems and cooperation with the administration, and contributes to the comprehensive development of members by promoting efficient and steady implementation of preventive measures.

Contents of the corporation
Research and analysis on trends in domestic and international regulations and technology regarding Global Warming prevention related to HFCs, PFCs and SF6, as well as prevention of ozone depletion.
Activities for diffusion and enlightenment about execution measures toward Global Warming prevention related to HFCs, PFCs, and SF6 and prevention of ozone depletion.
Support for political measures addressing the reduction of emissions of HFCs, PFCs, SF6, and ozone depleting substances (ODSs).
Support for political measures regarding the promotion of Ozone Layer Protection in developing countries.
Other projects required for accomplishing JICOP's purposes.
